Expertise
David is a Chartered Surveyor (MRICS) working in Gateley Vinden’s quantity surveying team. He has over 20 years’ experience in the industry both in the public and private sector.
He has worked as part of an in-house multi-disciplinary design team as well as with various private consultancies. His project experience includes schools and nurseries, community centres, sports centres, museums, intensive care units, medical centres, restaurants, public and private housing, road infrastructure, landscaping, industrial units, and offices.
His pre-contract expertise is in estimating and cost planning, various forms of procurement such as traditional, design and build and target cost, production of a bill of quantities, schedule of works or contract sum analysis, obtaining and analysing competitive tenders and the drafting and execution of construction contracts including the JCT, JCLI and PSPC.
Post-contract administration duties include valuation of construction works, variation costs, loss and expense analysis, financial reporting and the issuing of various contractual certificates and notices, as required.
David is also a Chartered Project Manager (MCIOB) and can undertake project management and employer’s agent duties for construction contracts, chairing progress meetings, and advising on procurement, contract forms and other contractual matters.
He is also experienced with insurance reinstatement works, working with loss adjusters to return policy holders back to their houses following flood, fire or impact damage.
David is also an associate member of the Association for Project Safety (AaPS) and can provide advice and support under the Construction for Design Management (CDM) regulations to enable employers and principal designers to fulfil their duties.
How do you help clients?
My aim is to guide clients through the process of property construction. Each project requirement is different, and I will assess the type of construction, the experience and set up of the client, the timescales, and priorities to advise on the ideal procurement and management route.
It is important to create a systematic approach to the construction phase of the project to control quality, costs, and time. I help clients by organising and chairing regular project meetings which are focussed and reporting on the financial status in a clear and regular format.
Experience
- Acting as Employer’s Agent and Quantity Surveyor for a new development client, creating residential accommodation units for vulnerable adults to allow them to live independent lives within a social campus environment.
- Assessing a loss and expense claim, using programme Gantt charts and costs to produce a method of calculating and comparing site productivity to arrive at an agreed value.
- Creating, analysing and scoring a Pre-Qualification Questionnaire for a two-stage tender process to ensure that the ideal contractors are selected for tendering.
- Establishing a health and safety site monitoring and reporting regime for multiple contractors in a development area as a precursor to a homebuilder’s consortium.
- Chairing weekly site progress meetings and increasing the frequency of valuations for a restaurant expansion project to minimise the downtime and ensure the business could reopen for the Christmas season.
